Electric Scooter and UL2272 Certification

UPDATE [6 Aug 2019]: The PMD safety certification deadline has been moved forward to end June 2020. All non-UL2272 certified devices will be auto-deregistered and cannot be used in public after June 2020. Users can continue to ride only UL2272 certified personal mobility scooters (PMDs) beyond June 2020 deadline.

A quick introduction to the electric scooter law in Singapore:

Only electric scooters carrying the UL2272 safety certification and self-balancing hoverboards can be used from mid-2020 onwards.

However, you can ride non UL2272-certified electric scooters till the end of June 2020. After the deadline they are illegal. Riders who break the law will have their PMDs confiscated and impounded.

What makes an electric scooter UL2272-certified?

UL2272 is an electrical safety standard created by UL, an independent American safety science organisation.
 
The pmd goes through a series of mechanical, environmental, material and component tests:

  • Mechanical: Drop, vibration and impact tests.
  • Environmental:  Exposure to water (e.g. splashing water and partially immersing pmd into water)
  • Material & component: Flame resistance tests, motor tests to check its potential for overheating

E-scooters that pass all electrical safety tests are free from fire and electrical hazards. They then receive the official UL2272 certification from UL or one of its partner organisations.

Places you should check to know if your electric scooter is UL2272-certified:

Sometimes, there aren't any obvious markings or labels on the e scooter itself. You have to dig a little deeper. 

How do you know if your electric scooter is UL2272-certified then?

These are two possible places to check:

  • Electric scooter product packaging

  • User manual

Firstly, dig out your escooter box (we chose the Segway-Ninebot ES2 electric scooter as our example).

Next, look at the yellow sticker on the product packaging.

User manual:

If there's nothing on your e scooter box, take out your electric scooter user manual.

Try to find a section where the safety certifications are listed. For the Segway-Ninebot ES2, the proof can be found under category 13, under the header title of 'Certifications'.

To note…

Singapore retailers cannot sell any non UL2272-certified PMDs from end June 2019 onwards.  

Check back with your retailer if you're not sure if your PMD carries the UL2272 safety certification.

Which electric scooter model carries the UL2272 safety certification?
